The so-called “Steinmeier formula”, signed by Volodymyr Zelensky in 2019 during the Normandy meeting in Paris, was written by the Kremlin. It contradicts both the Minsk agreements and Ukraine’s national interests, said Petro Poroshenko, the fifth president and leader of the European Solidarity party, in an exclusive interview with Channel 5.
“The key achievement we had in putting pressure on Putin on restoring Ukrainian sovereignty over occupied territory is the security and security component of the agreement. Putin has pledged to sign a ceasefire, release all hostages, disarm illegal armed groups, withdraw occupation forces, heavy equipment and artillery, and ensure the free functioning of Ukrainian authorities, Ukrainian political structures, and Ukrainian media. All this is before any political settlement process, “Poroshenko reminded.
“Before the 2019 elections, we heard such victorious reports that we adopt the Washington format, the Geneva format, the Budapest format… This is madness,” Poroshenko said.
“The problem is not with what city this takes place or the format. The problem is about forming a strong position that will not allow Putin to avoid negotiations. Because who won during the December 2019 meeting with Putin, Zelensky, Merkel and Macron? What did Ukraine get? Ukraine received – very importantly – the release of Ukrainian sailors (we secured the decision of the Hamburg tribunal), which Putin had to give anyway. And some very important political hostages, “Poroshenko reminded.
“What did Putin get? First, he received a large number of witnesses, including Tsemakh, who would have testified against Putin in The Hague. He also received the Berkut agents, which ruined the “Maidan case”,” said the fifth President.
“But the main thing that Putin received was the Russian interpretation of the so-called Steinmeier formula, which completely destroys the principle of ‘security first.’ We never agreed to it, we knew what it would lead to, “Poroshenko said.
“Once again, Steinmeier has nothing to do with this formula. This is Lavrov’s formula, or Putin’s formula. Putin tried to cover up this document and rename it “Steinmeier’s formula.” It was not accepted. And we have never allowed this issue to even be on the agenda,” the European Solidarity leader said.
“And then Zelensky accepted this. Ukrainian troops withdrew from their positions. During my tenure as Supreme Commander-in-Chief, we liberated two-thirds of the occupied Donbass. And for the last three years, unfortunately, we have lost Ukrainian lands due to the flanking of our positions, because that is what Zelensky promised,” Petro Poroshenko states.
