The authorities continue to delay the process in the Supreme Court, where Petro Poroshenko is challenging Zelenskyy’s illegal decree on sanctions. The fifth President stated this after another meeting of the panel of judges of the Cassation Chamber of the Supreme Court. Poroshenko noted that, for a year, the government has not been able to provide the public with the evidence on which it introduced the sanctions. He also recalled that he was the author of the Law on Sanctions, and during the document’s discussion in parliament, it was clearly stated that sanctions cannot be applied to citizens of Ukraine.

“I am not just a citizen, a deputy, I am the author of the Law on Sanctions. I spoke in parliament; the representatives and the coalition leadership also spoke. Can sanctions theoretically be extended to citizens of Ukraine, residents of Ukraine? No, under no circumstances. Because it will violate their constitutional rights. The mechanism of sanctions related to security applies only and exclusively to foreign states, foreign legal entities, foreigners, and, as an exception, non-residents, where the judicial and law enforcement systems that protect national security cannot reach the participants. Separate examples regarding the occupied territories. We had a submission from the Security Service, which proved evidence that people gave up Ukrainian and accepted Russian citizenship,” Poroshenko recalled.
“A perilous precedent has been created when, without a court decision, without constitutional powers, without legal grounds, a falsified document is introduced with a stroke of a pen, which we then cannot cancel. I emphasize that the Code of Administrative Justice gives them 15 days they provide irrefutable evidence. No evidence was provided – goodbye,” Poroshenko noted.
“Taking into account the fact that the meeting is scheduled for March, this will mean that it is already 13 months of illegal deprivation of rights, obstruction of political activity, total disregard not only for laws, the Constitution, but also for resolutions of the European Parliament, the European Commission, the Council of Europe, ignoring the decision of the European Court of Human Rights. This means that the violation of the law is not accidental, but systemic in nature,” the fifth President states.
“But we will win. The truth is on our side. The law is on our side. The world is on our side. The Constitution is on our side. So they won’t succeed,” Poroshenko is convinced.
The last time, the representative of President Zelenskyy did not show up for the meeting, so it was moved to January 30. Earlier, during consideration of the case, it became known that part of the documents on which the sanctions were introduced were submitted to the NSDC retroactively, after the decision was made and the Decree was signed.
Poroshenko’s lawyers added documents to the case materials that prove the identity of the wording in publications regarding Poroshenko on resources related to Portnov, in the relevant petition that did not get the required votes, and in the justification of sanctions in President Zelenskyy’s Decree.
The court also added to the case materials the ECHR decision of October 16, 2025, in which the European Court of Human Rights recognized that sanctioned persons in Ukraine do not have sufficient opportunities to protect their rights and to obtain proper procedural guarantees against arbitrariness during judicial review of the decision to apply sanctions.
In previous meetings of the Supreme Court, in particular, they studied evidence of falsification of the decision on sanctions against Poroshenko. Poroshenko’s lawyers presented a film produced by the “1+1” TV channel, in which Zelenskyy directly admitted that the NSDC is his weapon and that he uses it because it is faster than following the law.
Representatives of the authorities in the closed part of the court session stated that the sanctions against Poroshenko were introduced for educational purposes.
Earlier, the representative of President Zelenskyy in the Supreme Court admitted that changes, which she called “technical corrections”, were made to the signed Decree on the implementation of the NSDC decision on sanctions against Poroshenko.
Earlier during the meeting, the representative of President Zelenskyy also confirmed that the National Bank of Ukraine illegally imposed financial restrictions on Petro Poroshenko.
The next meeting is scheduled for March 6.
