On February 27, we held a Committee meeting initiated by me to monitor the implementation of the so-called “Kachka-Kos Plan”—specifically, the ten priorities identified by the European Commission and the Cabinet of Ministers of Ukraine as key to restoring trust and demonstrating Ukraine’s real progress toward EU membership. As a reminder, we are expected to fulfill this plan by the end of the year.
Back then, in response to our urging regarding these priorities, Mr. Kachka replied that priorities were not important because it was about “total implementation” of obligations…
Three months of 2026 have passed, and four months since the meeting between Kachka and Kos in Lviv, and instead of total implementation, we see total sabotage. According to an assessment by eight expert organizations analyzing the state of the plan’s implementation, progress is 9%.
This is not surprising, as we are talking about real work in anti-corruption and the rule of law — things Zelenskyy seems allergic to. However, the trust of the European Union is at stake, and we cannot afford to lose it, not only from the perspective of European integration but for our sheer survival. I hope that the prodding from our committee and the monitoring by civil society will eventually influence the Government’s thinking and decision-making processes.
It will no longer be possible to “pass between the raindrops,” as our partners long ago exhausted the advances they provided, which the authorities presented as their own great achievements. The time for work and responsibility has come.
